The Department of Justice (DOJ)is the sole legal entity for the federal government when it comes to actual litigation or dealings with the court. Although many federal agencies have their own attorneys, DOJ has the final oversight and authority for the government, in this case the Environmental Protection Agency and the Department of Interior's Fish & Wildlife Service.
