Magistrate Kennard Foster

In 1997, Judge S. Hugh Dillin of the 5th District federal court in Indianapolis, Indiana, appointed Magistrate Kennard Foster to the Bloomington case. His appointment came after several request to the court by Mayor John Fernandez of Bloomington asking for the court to appoint someone to speed the process along and to help get past the many delays caused by Westinghouse. Judge Dillin was also frustrated with the lack of progress by the parties to the consent decree and appointed Magistrate Foster to get things moving and to finish the cleanup process by the year 2000.
