Judge Hugh S. Dillin

Federal Judge S. Hugh Dillin of the United States Fifth District Court, Indianapolis, Indiana, is the presiding judge over the Consent Decree agreement signed between the City of Bloomington, Monroe County, Indiana Department of Environmental Management (IDEM), U.S. Environmental Protection Agency (EPA), and Westinghouse Electric Corp. (now CBS) in 1985.

During the last few years Judge Dillin has grown impatient with the progess of the parties and the time it has been taking to resolve issues of dispute. Judge Dillin has appoint Magistrate Kennard Foster to the case in hopes of speeding the process up to meet his imposed time table of cleanup by the year 2000.

Although at times controversial as in his comments at the November meeting between the parties 18 November 1997 where he stated "I will waive federal laws"... if I have too," he has been moving the process along in a more agressive fashion and at this time in what we feel is a posative manner. A brief reading of the transcrips of the meeting between the consent decree parties and Judge Dillin will leave no doubt who is not in charge of the Bloomington project of cleaning up the PCB mess Westinghouse created.
