Neal's Dump

Neal's Dump is a relatively small site compared to Bloomington's other PCB-contaminated sites, but it is listed on the National Priorities List of the most hazardous site in the U.S. Neal's Dump occupies half an acre in rural Indiana, in the town of Spencer (Owen County). The owner of the property disposed of PCB-filled capacitors and other PCB-contaminated debris from the Westinghouse manufacturing plant in Bloomington, Indiana. Approximately 175 residents, 49 wells, a spring, and stream and the White River are located within 1 mile of the site. Westinghouse agreed to clean up the site in the 1985 Consent Decree, but no sampling or remediation has been performed since then. As of November 1998, the site was considered cleaned to 1 to 2 ppm or non-detect levels.
