Monroe County, Indiana

Spring 1998, may tell all

On November 18, 1997, Federal Judge the Honorable S. Hugh Dillin of the 5th United States District Court in Indianapolis, Indiana met with representatives of the U.S. Environmental Protection Agency, City of Bloomington, Indiana Department of Environmental Management, Westinghouse Corporation (CBS), and Monroe County. The purpose of this meeting was to discuss how to proceed with the cleanup of the five primary PCB-contaminated sites. Another meeting was held March 6th to discuss the four possible options to use in remediation of the five sites. Those options are:

  • use existing, permitted landfills in Indiana and / or out of state
  • construct a new TSCA / RCRA landfill on Bottom Road, Bloomington, Indiana
  • construct a new TSCA / RCRA landfill at the Neal's Landfill site
  • dump the material on top of the existing contaminated material at Neal's Landfill and cap the entire site.

COPA has produced several documents to sent to the court explaining our position on each of the possible options. They are:

In general these letters outline our position that the only reasonable option that will meet the courts time table and be protective of Monroe county is to excavate and haul out of state to a licensed landfill. This position is consistent with the City of Bloomington, Monroe County, State of Indiana and U.S. EPA.

What you can do is to support Mayor John Fernandez of Bloomington, the county commissioners of Monroe County and the State of Indiana when there is a public comment period on this issue. We want a cleanup consistent with that outlined in the 1985 consent decree, which requires a cleanup level of no more than 50 parts per million PCBs.

The cleanup of the contaminated sites created by Westinghouseís dumping of PCBs should be based on safety not cost or negotiated volumes. Please support our local and state officials. We do not want or need Westinghouse to build a hazardous waste landfill in Monroe County!

The parties will be meeting with the court during the next few weeks to discuss these four options and to eventually select one primary option. The fate of Monroe County is at stake. Please let your voice be heard!
