Although a major portion of the PCBs were removed during remediation and the rest consolidated and capped, they continue to be released into Conard's Branch from the springs and seeps around the Landfill.
The Consent Decree Amendment requires that CBS collect water downstream and return it to the treatment plant. It has become evident that there are PCB contaminated seeps entering Conard's Branch below the springs. If there is additional contamination along Condard's floodplain, CBS is required to clean it up. However, the treatment plant will be capable of filtering 450 gpm, and will be able to capture all the low flow water from the springs.
The Sampling/Analysis of Fish in Conard’s Branch and Richland Creek done last Aug 7-9, 2001 has been released and shows high levels of PCBs in fish, especially at sites one and two close to the Landfill. Viacom plans to sample fish in 2004, and so the EPA may have to fund another round of testing.
A Draft Ecological Risk Assessment has been done, and shows danger to both mammals and birds feeding in the water near the Landfill.
The Status Report for Water, Sediment and Fish is complete, and the Groundwater Investigation Plan is in progress with the final report due in August 2002.
