In recent years, the U.S. Environmental Protection Agency (EPA) has acknowledged the role that ecosystems play in sustaining human health and welfare, and has made an increasing number of regulatory decisions based on ecological concerns. Nevertheless, limited consensus exists within EPA on specific objectives for ecological protection. This report documents ecological concerns historically used in EPA decisions, and provides background information for developing guiding principles, goals, and endpoints (i.e., ecological resources and functions to be protected) for future risk assessments. This report also describes ecological protection issues expressed by EPA's regional and headquarters' offices, and provides eight recommendations for improving ecological risk assessment and management at EPA.
