SUBJECT: Weekly Progress Status Report - July 6 thru July
12
This report is intended to provide a weekly project update
regarding the major developments for the remediation work at
Winston Thomas. Included are progress updates, sample analytical
results, air monitoring results, schedule updates, waste shipping
information and field change decisions. Complete sampling logs,
shipping logs and air monitoring and meteorological data logs
are available at the site.
A project status meeting was held on July 14 to discuss the
status of remediation at Winston Thomas. The meeting was attended
by CBS, PSARA, Koester, OHM and CBU. The following issues were
discussed.
Trickling Filter Project Site Activities - July
6 - July 12
- Processing of the TF stone was completed on Tuesday July
7. The attached Weekly Status Summary sheet shows that approximately
25,000 tons of stone were processed, total. All the cleaned stone
is being stored in drying bed #3.
- Seventeen (17) roll-offs of debris and sediment, totaling
266 tons were disposed at Southside Landfill last week. A total
of 57 roll-offs with 893 ton have been disposed as special waste
through Saturday, July 11.
- A total of 7 rolloffs with 109 ton of small pipe have been
shipped to EQ for disposal as TSCA as of Saturday July 11.
- The conveyors and vibrating screen were decontaminated and
disassembled.
- The results of the trial wipe samples from three sections
of large pipe were received. The results ranged from 19 to 22
ug/100 cm2 compared to an allowable level of 100 ug/100 cm2.
Based on these results the remainder of the large pipe will be
pressure washed and wipe sampled.
- Approximately 250,000 gallons of accumulated rain water collected
in the bottom of the TF was discharged during the past week based
on a sample result of 0.6 ug/L PCB.
- PUF sample results through July 3 have been received. The
highest new result is 144 ng/m3. The highest result to date is
207.8 ng/m3 from June 25. The action level for PUF samples is
1000 ng/m3.
Trickling Filter Planned Site Activities - July 13 - July
19
- Finish shipping small TF pipe to EQ Landfill as TSCA. One
rolloff remains.
- Wash and wipe sample the large pipe headers and concrete
slabs in the TF.
- Scrape the sediment and debris off the bottom of the TF.
- Wash the walls, floors and trenches of the trickling filter
and wipe sample.
- Send waste debris and sediment to South Side Landfill.
- Collect, sample and filter wash water for disposal.
- Finish excavating and sampling the grids around the perimeter
of drying bed #1.
Tertiary Lagoon Project Site Activities - July
6 - July 12
- 35,000 sq. ft. of lagoon surface were dredged from July 7
thru July 13, averaging 5000 sq. ft. per day. A total of 146,000
sq. ft. of the lagoon surface or about 20% of the total lagoon
has been dredged to date.
- Thirty one trucks shipped 746 tons of filter cake to EQ for
disposal. 2248 tons of filter cake have been produced and shipped
to EQ for disposal to date.
- Koester increased their work shifts to operate 24 hours a
day. Lights have been added to allow dredging during night hours.
- The 60,000 gallon batch of filtrate water collected and sampled
for process verification was discharged on July 7. Koester initiated
continuous release of carbon treated water on July 8. A total
of 534,930 gallons were discharged last week. Twelve hour grab
samples of the discharge water were taken for PCB analysis. The
highest result of the week was 0.52 ug/L, compared to the allowable
limit of 10.0 ug/L.
- Koester installed the turbidity meter in the discharge of
the water treatment system. A film buildup on the meter sensor
is affecting continuous readings of turbidity. Readings with
a clean sensor appear to be approximately 0.2 standard units.
The on-line turbidity meter is also restricting the flow through
the water treatment system. Discussions are being held with CBU
to measure turbidity or TSS intermittently on grab samples.
- Koester received a new conveyor belt to replace the worn
belt on the small rental press. It is planned to be installed
on the Sunday maintenance day.
- Exhaust fumes continue to be a problem in the ISF. Koester
plans to install exhaust hoods over the diesel exhausts to vent
the fumes. Exhaust ducts attached to the diesel exhaust pipes
could not withstand the temperature. New washable pre-filters
have been installed in the building ventilation system.
- Water leaking off of the filter presses and mixing with the
filtercake in the storage box continues to be a problem. Percent
solid samples of filtercake will be taken in the storage box
to represent the free water mixed with the filtercake.
Tertiary Lagoon Planned Site Activities - July
13 - July 19
- Dredge Lagoon
- Produce 194 tons of filter cake per day over 24 hour shifts.
- Schedule and transport 8 trucks of filter cake per day to
EQ landfill for disposal.
- Agree with CBU on new method to track turbidity of discharge
water. Continue to discharge filtrate to sewer.
- Replace the worn conveyor belt on the small press.
- Koester plans to bring in two more carbon vessels to be able
to treat water directly from the lagoon to the sewer. Treating
only the filtrate from the presses is not lowering the water
level in the lagoon fast enough.
Abandoned Lagoon Planned Site Activities - July
13 - July 19
- OHM mobilized on site on Monday July 13.
- Water treatment system will be set up.
- The grid south of the intermittent stream will be excavated
and stockpiled.
- Grids on the west end of the abandoned lagoons will be excavated
and stockpiled, to allow a truck road to be built along the drying
beds. TF stone will be used to build the road.
- Other roads to be used on site will be upgraded with TF stone.
- The intermittent stream will be diverted.
