SUBJECT: Weekly Progress Status Report - June 29 to
July 4
This report is intended to provide a weekly project update
regarding the major developments for the remediation work at
Winston Thomas. Included are progress updates, sample analytical
results, air monitoring results, schedule updates, waste shipping
information and field change decisions.
A project status meeting was held on July 7 to discuss the
status of remediation at Winston Thomas. The meeting was attended
by CBS, PSARA, BB&L, Koester, CBU, and Monroe County. The
agendas are attached. The following issues were discussed.
Trickling Filter Project Site Activities - June
29 - July 4
- BBL estimates that 98% of the TF stone has been processed
as of Saturday July 4. The attached Weekly Status Summary sheet
shows that 23,551 tons of stone were processed to date. BBL estimates
that there will be enough area in drying bed #1 to store all
the cleaned stone.
- About two boxes of debris (dry fines) are being generated
for disposal each day. The debris generation rate is still at
about 2% of the stone processed.
- Wet sediment is still filling the phase separation box about
every four days in the closed loop process water system.
- Thirteen(13) roll-offs of debris and sediment, totaling 202.5
tons were disposed at Southside Landfill last week. A total of
40 roll-offs with 627 ton have been disposed as special waste
through Saturday, July 4.
- A total of 6 rolloffs with 95 tons of small pipe have been
shipped to EQ for disposal as TSCA as of Saturday July 4.
- The excavated large pipe was lined up on the bottom of the
TF for pressure washing. Three sections of pipe were cleaned
and wiped tested. Waiting for results. City has agreed to storage
of the large pipe in place in the TF.
- Process water was changed out with clean water on Sunday,
July 5.
- The City gave approval to discharge the water collected in
the bottom of the TF based on a sample result of 0.6 ug/L PCB.
The water(approximately 42,000 gallons) was pumped through the
25 micron bag filter to the sanitary sewer, on Tuesday, June
30 and Wednesday July 1.
- Large(heavy) concrete blocks and slabs around the perimeter
of the TF walls and covering the two North to South drainage
trenches were discovered by BBL. This material was collected
and placed in the North to South central section of the TF for
cleaning. BBL estimated there were over 600 blocks and slabs
moved and prepared for cleaning. The City of Bloomington agreed
that the concrete block and slabs can be left in place after
cleaning.
- Five puff sample results were received. One was at 207.8ng/cm3.
Four were below 100ng/cm3.
Trickling Filter Planned Site Activities - July 5 - July 13
- Balance of TF stone will continue to be processed. Completion
targeted for July 8.
- Continue shipping small TF pipe to EQ Landfill as TSCA. About
one and a half rolloffs will be required. One rolloff loaded
and ready for shipment.
- Wash and wipe sample the large pipe headers in the TF after
the test lab results, taken to verify the cleaning process, are
received ( expected July 7). Cleaning the large pipe is targeted
for July 10, 1998.
- Continue sending waste debris and sediment to South Side
Landfill.
- Demobilization of conveyors and vibrating screen is targeted
for July 8 thru July 10, 1998.
- BBL plans to start cleaning walls and bottom late this week.
Tertiary Lagoon Project Site Activities - June 29 - July 2
- 27,000sq. ft. of lagoon surface dredged thru July 2. A total
of 109,000sq. ft. of the lagoon surface has been dredged to date.
- Eighteen trucks shipped 420 tons of filter cake produced
to EQ for disposal. 1501 tons of filter cake has been produced
and shipped to EQ for disposal to date.
- Koester set up the water treatment system and processed 60,000
gallon of water off the presses. The sample results were BDL
for PCBs and within limits for the metals. The City of Bloomington
has authorized release of the treated water to the sewer system.
Koester is in the process of installing the turbidity meter in
the discharge of the water treatment system which will permit
continuous release of the treated water from the presses. The
City and PSARA will coordinate when the 12 hour samples of the
discharge water will be taken so the City can witness.
- Koester was advised to keep the floor of the truck decon
station clean after each truck is deconed to eliminate the possibility
of the following trucks tracking sludge particles from the area
to the outside of the Interim Storage Facility.
- Koester has had to splice the conveyor belt on the small
press on several occasions affecting the production rate of the
filter cake. Koester is expecting the supplier of the press to
ship a new conveyor belt and replace the worn belt.
Tertiary Lagoon Planned Site Activities - July 6 - July 13
- Dredge Lagoon
- Produce 160 tons of filter cake per day over 20 hour shifts.
- Schedule and transport 7 trucks of filter cake per day to
EQ landfill for disposal.
- Release the 60,000 gallons of treated water from the presses
to the sewer.
- Replace the worn conveyor belt on the small press.
Air quality in the ISF continues to be a problem due to the
number of diesel engines operating in the building. Koester will
continue to work to vent all diesel engines except the trucks
and loader outside the building. To improve the flowrate of the
air handling system, the air filters are being almost daily,
and the third stage filters have been removed.
