SUBJECT: Weekly Progress Status Report - June 23 to June 30

This report is intended to provide a weekly project update regarding the major developments for the remediation work at Winston Thomas. Included are progress updates, sample analytical results, air monitoring results, schedule updates, waste shipping information and field change decisions.

A project status meeting was held on June 30 to discuss the status of remediation at Winston Thomas. The meeting was attended by CBS, PSARA, BB&L, Koester, CBU, Tetra Tech (for USEPA) and Monroe County. The agendas are attached. The following issues were discussed.

 

Site Activities - June 23 to June 30

Trickling Filter (TF) Project

  • BBL estimates that 67% of the TF stone has been processed as of Saturday June 27. The attached Weekly Status Summary sheet shows that 6,075 tons of stone were processed last week for a total of 17,888 ton. BBL estimates that there will be enough area in drying bed #1 to store all the cleaned stone.
  • About two boxes of debris (dry fines) are being generated for disposal each day. The debris generation rate is still at about 2% of the stone processed. Debris analysis results for the debris boxes were below 5 ppm.
  • Wet sediment is still filling the phase separation box about every four days in the closed loop process water system.
  • Nine roll-offs of debris and sediment, totaling 129 tons were disposed at Southside Landfill last week. A total of 27 roll-offs with 425 ton have been disposed as special waste through Saturday, June 27.
  • A total of four rolloffs with 61 ton of small pipe have been shipped to EQ for disposal as TSCA as of Saturday June 27.
  • The excavated large pipe was lined up on the bottom of the TF for pressure washing.
  • 15,000 gallon of dirty process water accumulated in a frac tank was sampled. PCB was measured at 0.6 ug/L and required metals analyses were well below allowable levels. Upon receiving CBU approval, the water was pumped through 25 micron bag filters to remove suspended solids and discharged to the sanitary sewer on Sunday, June 28.
  • Process water was changed out with clean water on Sunday, June 28.
  • The City gave approval to discharge the water collected in the bottom of the TF based on a sample result of 0.6 ug/L PCB. The water was pumped through the 25 micron bag filter to the sanitary sewer, on Tuesday, June 30.

 

Tertiary Lagoon Project

  • A total of 22 trucks containing 517 tons of filter cake was shipped to EQ Landfill last week. A total of 46 trucks containing 1081 tons have been disposed as of Saturday, June 27.
  • Daily averages for percent solids of the filter cake varied from 34 to 40% last week.
  • Installation of the new, third press was completed on Tuesday, 6/23 and put into operation on Wednesday, 6/24.
  • Cycle times have been less than an hour per cycle per press. Koester estimates that 12 to 15 tons of filtercake is produced per each cycle of all three presses combined.
  • The water treatment system was installed. The first 60,000 gallons of filtrate was treated through the carbon water treatment system and collected for confirmation sampling.
  • Koester started second shift operation on Monday June 29. Shifts will operate from 5 am to 3 pm and 3 pm until 1 am.
  • The small press was down from Friday, June 26 until Monday June 29 with a torn conveyor belt. The belt was spliced on Tuesday but failed again. A new belt is being delivered.
  • The attached "Weekly Project Status Summary" lists numbers of cycles per day per press, filter cake shipped daily, percent solids, and tonnage shipped to date. An air monitoring and water treatment summary are also included.
  • Koester provided a dredging progress map for the lagoon showing that about 11% of the area of the lagoon has been dredged.

 

Drying Bed Perimeter

  • No further excavation was performed due to wet weather. The northern perimeter of DB #1 will be excavated as TSCA when time and weather permits.

 

Abandoned Lagoon

  • A kickoff meeting was held on Wednesday, June 24 for the excavation of the abandoned lagoon. Coordination between OHM, PSARA, EQ and CBS was defined. OHM plans to mobilize mid to late July, depending on continued wet weather.

 

Health and Safety

  • Additional air monitoring results were obtained through June 20, as shown on the attached Weekly Summary Sheet. The highest new result is 149 ng/m3, which is the highest level to date. The allowable limit is 1000 ng/m3.
  • No additional personnel sampling was performed in the TF area. Personnel sampling was initiated for the filter pressing operation in the ISF. Results are pending.
  • CO levels in the ISF were measured at 10 to 14 ppm average before the start up of the water treatment pumps and the third press. After the startup of this equipment the CO levels increased. On Monday, 6/29, the press operation was shut down when CO levels increased above the HASP shut down action level of 35 ppm. Filters on the HEPA ventilation system were changed to increase ventilation. Fans were installed to eliminate "dead spots". The exhausts of stationary diesels will be vented outside and the gasoline powered high pressure washer will be located outside.
  • Eight storm water outfalls from the WT site to Clear Creek have been identified, located and mapped using old city maps as a guide. The City will sample the outfalls later.

 

Planned Activities for the Week of June 30 - July 7

Trickling Filter

  • TF stone will continue to be processed at 150 ton/hr.
  • Continue shipping small TF pipe to EQ Landfill as TSCA. About two more rolloffs will be required.
  • Washing and wipe sampling of the large pipe headers in the TF is planned for the week of July 6. A section of pipe will be trial washed and wipe sampled to verify the cleaning process before all the pipe is washed.
  • Continue sending waste debris and sediment to South Side Landfill.

 

Tertiary Lagoon

  • The level of the water in the lagoon will be lowered by treating and discharging filtrate water from the presses to the sewer per the CBU discharge permit.
  • Per the CBU discharge permit, after the treatment process is verified, filtrate from the presses will be treated through carbon and directly discharged to the sewer at approximately 350 gpm. The effluent will be monitored continuously for turbidity and sampled every 12 hours and analyzed for PCB, per the discharge permit.
  • Koester will provide a revised schedule once the total system is in operation and processing rates are determined.
  • Six to eight trucks per day of filter cake are planned to be shipped for the rest of this week.

 

Digesters

  • The discolored area in digester #4 will be power washed and resampled Monday July 6. The water collected in the bottom of the digester will be sampled after the power washing and disposed accordingly.

 

Abandoned Lagoon

  • The geoprobe sampling results for the south berm of the tertiary lagoon were received from Heritage and mapped. The results will be distributed once they are verified.
