WINSTON THOMAS SITE

SUBJECT: Weekly Progress Status Report - June 16 to June 23

This report is intended to provide a weekly project update regarding the major developments for the remediation work at Winston Thomas. Included are progress updates, sample analytical results, air monitoring results, schedule updates, waste shipping information and field change decisions.

A project status meeting was held on June 23 to discuss the status of remediation at Winston Thomas. The meeting was attended by CBS, PSARA, BB&L, Koester, CBU, Earth Tech (for USEPA) and Monroe County. The agendas are attached. The following issues were discussed.

Site Activities - June 16 to June 23

Trickling Filter (TF) Project

  • BB&L estimates that 50% of the TF stone has been processed, to date. The attached Weekly Status Summary sheet shows that 4,088 tons of stone were processed last week for a total of 11,813 ton.
  • The clean stone storage area on drying bed #3 is being expanded northward toward the road, and eastward toward the digesters. The brush pile next to drying bed #3 will be moved to the brush pile west of the drying beds. The culvert and standpipe in the area of drying bed #3 will be kept clear of stone.
  • Production was down on Friday, June 19, for maintenance on a conveyor chute which had worn through.
  • Wipe sample results for the cleaned TF rock (treated rock) are shown in the attached sample log. Since the closed loop wash water was changed out on Saturday, June 13, the wipe sample results have stayed low, <3.4 ug/100 cm2. The closed loop wash water was again changed out on Friday, June 19. The wipe sample results dropped to 1.1 ug/100cm2 on Monday with the clean process water.
  • Less than two boxes of debris (dry fines) are being generated for disposal each day. The debris generation rate is still at about 2% of the stone processed. Debris analysis results for the debris boxes remain below 10 ppm as shown in the attached sample log.
  • Wet sediment is still filling the phase separation box about every four days in the closed loop process water system.
  • The 5 micron bags in the process water bag filters were replaced with 25 micron bags to reduce the amount of bag washing required. Stone wipe samples remain low with the 25 micron bags.
  • Sixteen roll-offs of debris and two roll-offs of sediment, totaling 296 ton have been disposed at Southside Landfill as special waste through Saturday, June 20.
  • Results on the metals required per the CBU discharge permit were received for the rain water collected in the TF. All were below RCRA limits. The water had been analyzed at 0.6 ug/L for PCB as shown in the attached sample log.
  • Three rolloffs with about 45 ton of small pipe was shipped to EQ for disposal as TSCA.


Tertiary Lagoon Project

  • A total of 24 trucks containing 564 ton of filter cake was shipped to EQ Landfill as TSCA as of Saturday, June 20.
  • Scaffolding was set up outside the ISF to allow access for lining and tarping trucks.
  • Cycle times have been less than an hour per cycle.
  • Percent solids of the filter cake have varied from 34 to 52%. Daily averages for specific gravity of the cake remains between 1.2 and 1.3.
  • Installation of the new, third press was delayed due to manufacturing errors. Koester anticipates the third press will be operational by Tuesday, 6/23.
  • The water treatment system is being installed and should be operational by the end of the week.


Drying Bed Perimeter

  • No further excavation was performed due to wet weather. The northern perimeter of DB #1 will be excavated as TSCA when time and weather permits.


Abandoned Lagoon

  • The analytical results of the geoprobe sampling in the Abandoned Lagoon were distributed to the CD parties. A revised initial excavation depths map was also distributed.


Health and Safety

  • Additional air monitoring results were obtained through June 16, as shown on the attached Air Sampling Log. These samples were taken during the trickling filter stone excavation and processing. The highest new result is 37.0 ng/m3, which is the highest level to date. The allowable level is 1000 ng/m3.
  • Meteorological data collected to select the appropriate air monitoring sample for analysis is shown in the attached Weekly Meteorological Data Report.
  • Additional personnel sampling was performed in the TF area. The attached Personnel Sampling Log shows that all results obtained so far are non-detect. No more personnel sampling will be performed in the TF area unless conditions change.
  • No personnel monitoring has been performed in the ISF since the production of filter cake is not dusty. CO levels in the ISF will be measured.
  • Storm water outfalls to Clear Creek may be mapped this week, weather permitting.

Planned Activities for the Week of June 17 - 23


Trickling Filter

  • It has been demonstrated that maintaining clean process water allows the stone to be cleaned to well below the allowable levels. Per the work plan, daily wipe samples of the washed stone will be discontinued since no daily sample result average has been above 10ug/100cm2 for the ten days of operation. The closed loop wash water will be changed out weekly to maintain clean stone.
  • TF stone will continue to be processed at 150 ton/hr.
  • Continue shipping small TF pipe to EQ Landfill as TSCA.
  • Washing and wipe sampling of the large pipe headers in the TF is planned for the end of this week. The rest of the large pipe currently buried will be pulled up, lined up with the rest of the pipe on the bottom of the TF and washed with a pressure washer.
  • Continue sending waste debris and sediment to South Side Landfill.
  • Based on the TSCA and RCRA characterization results the TF water will be pumped through a bag filter to remove suspended solids, directly to the sanitary sewer, after receiving approval from the City.
  • The dirty process water collected in the frac tank will be sampled and discharged later this week, upon approval of the City. CBU indicated that they want to witness the sampling and want a full column sample taken through the full depth of the frac tank.


Tertiary Lagoon

  • Finish installation and checkout of the new, third press. All three presses should be operational by Tuesday, 6/23.
  • The level of the water in the lagoon will be lowered by treating and discharging filtrate water from the presses to the sewer per the CBU discharge permit.
  • The water treatment process will be confirmed per the CBU discharge permit by treating, sampling and holding the first 60,000 gallon batch. Analytical results will be obtained for the permit requirements before the first batch is discharged.
  • Per the CBU discharge permit, after the treatment process is verified, filtrate from the presses will be treated through carbon and directly discharged to the sewer at approximately 350 gpm. The effluent will be monitored continuously for turbidity and sampled every 12 hours and analyzed for PCB, per the discharge permit.
  • Koester will provide a revised schedule once the total system is in operation and processing rates are determined.
  • Koester has delayed the start of second shift operation until the third press becomes operational. Second shift operation should be started by the end of the week.
  • The dredging progress across the lagoon will be mapped.
  • Koester will start supplying a "Weekly Activities Log" listing numbers of cycles per day, drop times, average cycle times, water treatment and discharge data, analytical results and transportation data.
  • Four to six trucks per day to ship filter cake are planned for the rest of this week.


Digesters

  • The discolored area in digester #4 will be power washed and resampled early next week by PSARA using BBL's power washer.


Abandoned Lagoon

  • The kickoff meeting with OHM will be held on Wednesday, June 24, for the AL remediation. Mobilization for OHM is scheduled for mid to late July.
  • Heritage will be contacted on the status of the geoprobe results under the south berm of the tertiary lagoon.
