SUBJECT: Weekly Progress Status Report - June 9 to June 16

This report is intended to provide a weekly project update regarding the major developments for the remediation work at Winston Thomas. Included are progress updates, sample analytical results, air monitoring results, schedule updates, waste shipping information and field change decisions.

A project status meeting was held on June 16 to discuss the status of remediation at Winston Thomas. The meeting was attended by CBS, PSARA, BB&L, Koester, CBU and Monroe County. The agendas are attached. The following issues were discussed.

 

Site Activities - June 9 to June 16

 

Trickling Filter (TF) Project

  • BB&L estimates that 30% of the TF stone has been processed, to date. The estimated processing rate of 200 ton / hour may be somewhat high. Based on an estimate of 27,000 ton of stone total, the processing rate would be around 150 ton / hour. The attached Weekly Status Summary sheet shows that 5,025 ton of stone was processed this week, at 150 ton/hr.
  • Wipe sample results for the cleaned TF rock (treated rock) are shown in the attached sample log. The wipe sample results for the first nine days showed an upward trend to 7.8 ug/100 cm2. Per the work plan, adjustments were made to the process before the results exceeded 10ug/ 100 CM2 . The closed loop wash water was changed out. The PCB content of the wash water had increased from 0.24 to 2.4 ug/L from June 5 to June 9 as shown in the attached sample log. The bag filters used in the closed loop water system were changed from 100 mesh to 5 micron to keep the water cleaner. The water spray rate was also increased. These changes resulted in the daily wipe sample results dropping from an average of 7.8 ug/ 100 cm2 on Saturday, June 13 to 3.4 and 2.4 ug/100 cm2 on Monday and Tuesday, respectively, after the process water was changed out. Wipe samples will continue to be taken daily until the results stabilize.
  • Some tile fragments from the cleaned stone discharge were wipe sampled as part of the five daily production samples. Results are shown in the attached sample log. Tile sample results are typical of the stone results.
  • About one box of debris (dry fines) is being generated for disposal each day. A box contains about 15 to 18 ton, or about 2% of the stone processed.
  • The RCRA characterization of the debris was received from Heritage showing the material to be non-RCRA. The PCB analysis from each of the first five boxes is shown on the attached sample log, showing the debris to be non-TSCA.
  • PCB analysis on the debris will be scaled back to sample every fourth box. Four boxes hold less than 60 cubic yards of debris. The work plan calls for sampling 60 cubic yard stockpiles.
  • Wet sediment is filling the phase separation box about every 4 or 5 days in the closed loop process water system. Two boxes are being rotated to the South Side landfill as they fill.
  • Nine rolloffs of debris, totaling 147 ton and one roll-off of sediment weighing 17 ton have been disposed at Southside Landfill as special waste, to date.
  • The rain water collected in the TF was analyzed at 0.6 ug/L. Results on the metals required per the CBU discharge permit are pending. If permit levels are satisfied the TF water will again be pumped through a bag filter to remove suspended solids, directly to the sanitary sewer.
  • Due to the cost of roll-off disposal for the large pipe headers in the TF, it was decided to wash and sample the 600 feet of large pipe. Small pipe is being sized and loaded into Wills roll-offs for disposal at EQ as TSCA.
  • BB&L increased their work shift from 10 to 12 hours per day starting Monday, June 15.

 

Tertiary Lagoon Project

  • The harvesting of vegetation from the tertiary lagoon (TL) was completed Saturday, June 13.
  • Assembly of the process system inside the ISF, except for the new press was completed.
  • The dredge pipeline from the TL to the ISF was completed and pressure tested.
  • The guide lines were anchored on the south end of the TL to guide the dredge.
  • The first drop of filter cake was produced on Thursday, June 11. Cycle times have been around one hour per cycle using the centrifugal pumps to fill the filter presses with sludge. On Saturday and Monday 12 cycles were run on both presses in a 12 hour shift.
  • Percent solids of the filter cake have varied from 37 to 52%. Specific gravity of the cake is between 1.2 and 1.3.
  • The first trucks of filter cake were sent to EQ landfill on Monday, June 15. Eight trucks containing 192 ton of filter cake were sent Monday and four trucks with 96 tons were shipped on Tuesday. The material was accepted by the landfill without any problems.
  • The new, third press and its filter clothes arrived on Saturday, 6/13 but did not include the platform and conveyor. These remaining components will be received on Thursday, 6/18. Koester anticipates the third press will be installed over the weekend and operational by Monday, 6/22.
  • The filter press process was upset on Tuesday because of very watery sludge being pumped by the dredge. The sludge with very little solids caused the filter cloth to blind off and produced thin cakes. The watery sludge from the holding frac tanks was returned to the lagoon and thicker sludge was pumped by the dredge.
  • To allow better dredging control, Koester decided to drop the level of the water in the lagoon more than a foot to expose the top of the sludge. To lower the lagoon level, filtrate water will be treated and discharged to the sewer per the CBU discharge permit.
  • The approved water discharge permit was received from the CBU Utilities Board this week.

 

Drying Bed Perimeter

  • No further excavation was performed due to wet weather. The northern perimeter of DB #1 will be excavated as TSCA when time and weather permits.

 

Abandoned Lagoon

  • Analytical results of the geoprobe sampling in the Abandoned Lagoon were received from Heritage Labs. PSARA presented these results to CBS this week.

 

Digesters

  • The three digesters were resampled on Wednesday, June 10 by PSARA. One location in each of digesters #1, 3 and 4 corresponding to earlier Earth Tech sampling were re-sampled per agreement with the Consent Decree parties.
  • Sample results obtained in digester #1 and #3 were 26 and 1.3 ug/cm2, respectively. No visible staining was observed in these locations.
  • The sample location for digester #4 was within a visibly discolored area. The sample result was 130 ug/cm2. The attached PSARA figure shows the sample locations and results. It also shows the location of the discolored area in digester #4. This area will be power washed when the washer is brought in to wash the large diameter Trickling Filter pipe.

 

Health and Safety

  • Additional air monitoring results were obtained through June 8, as shown on the attached Air Sampling Log. These samples were taken during the trickling filter stone excavation and processing. The highest new result is 25.9 ng/m3 , which is the highest level to date. The allowable level is 1000 ng/M3.
  • Meteorological data collected to select the appropriate air monitoring sample for analysis is shown in the attached Weekly Meteorological Data Report.
  • Additional personnel sampling was performed in the TF area. The attached Personnel Sampling Log shows that all results obtained so far are non-detect.
  • The City Utilities Service Board approved the water discharge permit as described in last week's report.
  • The sump pumps on the trickling filter process equipment pads have been able to keep up with the heavy rains being experienced.

 

 

Planned Activities for the Week of June 17 - 23

 

Trickling Filter

  • Continue processing TF stone at 150 ton/hr.
  • Ship small TF pipe to EQ Landfill as TSCA.
  • Plan to wash out and wipe sample large TF pipe instead of sending for TSCA disposal.
  • Continue sending waste debris and sediment to South Side Landfill.
  • Use 25 micron bags in the process water bag filters instead of 5 micron to reduce the amount of bag washing required.
  • Pump collected rain water from the Trickling Filter to the sewer after receiving sample results for PCB and other permit requirements.

 

Tertiary Lagoon

  • Receive the platform and conveyor for the new, third press and install and check out the press over the weekend. All three presses should be operational by Monday, 6/22.
  • The water treatment system is planned to be installed in the ISF this weekend. The water treatment process will be confirmed per the CBU discharge permit by treating, sampling and holding the first 60,000 gallon batch. Analytical results will be obtained for the permit requirements before the first batch is discharged.
  • Per the CBU discharge permit, after the treatment process is verified, filtrate from the presses will be treated through carbon and directly discharged to the sewer at approximately 350 gpm. The effluent will be monitored continuously for turbidity and sampled every 12 hours and analyzed for PCB, per the discharge permit.
  • Koester will provide a revised schedule once the total system is in operation and processing rates are determined.
  • Koester has delayed the start of second shift operation until the third press becomes operational.
  • Scaffolding will be set up outside the ISF near the scale to allow access for lining and tarping trucks.
  • The dredging progress across the lagoon will be mapped.

 

Digesters

  • Schedule when the discolored area in digester #4 will be pressure washed and resampled.

 

Abandoned Lagoon

  • The geoprobe sampling data and a new excavation map based on the sampling should be available.
