SUBJECT: Weekly Progress Status Report - May 26 - June 2

This report is intended to provide a weekly project update regarding the major developments for the remediation work at Winston Thomas. Included are progress updates, sample analytical results, air monitoring results, schedule updates, waste shipping information and field change decisions.

A project status meeting was held on June 2 to discuss the status of remediation. at Winston Thomas. The meeting was attended by CBS, PSARA, BB&L, CBU and Monroe County. The agendas are attached. The following issues were discussed.

 

Site Activities - May 26 to June 2

 

Trickling Filter Project

  • Water in the trickling filter (TF) was sampled and analyzed for PCB. The results obtained were 0.39 and 0.18 ug/L. The results were provided to John Langley of CBU, who gave approval to discharge the water to the sanitary sewer. The water was discharged on Friday, 5/29.
  • The pipe stockpile in the TF was sampled. Six wipe samples of the pipe surface and two composite samples of the material inside the pipe were obtained and analyzed for PCB. Wipe sample results ranged from 5.5 to 28 ug/ 100cm 2 . The composite samples of material inside the pipe were 78 and 170 ppm. Based on these results the pipe will be disposed of as TSCA to EQ landfill in rolloffs provided by Koester.
  • The conveyors, vibrating screens and spray wash equipment setup was completed. On Monday, 6/1, the first process test run was conducted. The conveyors were set at the low speed to process about 100 ton/hr. The water spray was set at 40% of full capacity. The amount of waste generated from the stone was about 1% of the stone processed. Four wipe samples of the processed stone was taken and wipe sampled for PCB. Results of all four samples were non-detect, ( < 1 ug/100cm 2).
  • Based on the results of the first test run, modifications were made to the equipment to contain stone on the conveyor, contain dust and minimize water carry over with the clean stone.
  • BB&L requested a field change to the work plan to convey the waste and debris removed from the TF stone directly into roll-offs for disposal. This allows for better containment of dust and eliminates any spillage that could occur in handling the waste from open piles into dump trailers. This field change is described in the attached memorandum, Field Change No. 3 - Waste Piles.
  • A composite sample from the debris roll-off will be analyzed to characterize the waste for non-TSCA disposal. If the debris is to be disposed as TSCA, no additional PCB sampling will be required. A sample of the debris from the trial runs will be analyzed for RCRA parameters, including TCLP, reactivity, corrosivity, and ignitability to generate a waste profile for disposal.
  • Work hours for BB&L will be 7 to 5:30, Monday through Saturday.

Tertiary Lagoon Project

  • The harvester started removing vegetation from lagoon on Monday, 6/1. The harvested vegetation will be laid out on the bank next to the ISF, on plastic, to drain and dry. Once the vegetation has dried, it will be sampled and characterized for disposal.
  • The shipment of the press, mix tank and shaker screen from Louisiana was delayed due to permit problems in Tennessee. The shipment arrived on site Wednesday, 6/3. Assembly of the process system inside the ISF was delayed until the shaker screen and mix tank was delivered and placed inside the ISF. The first press and the rest of the equipment is on site.
  • Koester anticipates to start the dredging and pressing operation by the end of the week, Saturday, June 6.
  • The new, third press is still scheduled to be delivered by the manufacturer on June 12.
  • Operation will begin with only two presses at a reduced rate until the third unit is assembled and placed on line.
  • Additional pilot press testing on the sludge began on Monday, 6/1. Different polymers are being investigated to optimize dewatering.
  • The water level in the lagoon has been adjusted down to an elevation of about 682.3 feet. Koester requested that the level be left there for the dredging operation.
  • Attached is a revised schedule from Koester.

Dry Bed Perimeter

  • Delineation sampling of Drying Bed (DB) #1 was completed. The entire length of the nor-them perimeter of DB #1 will be excavated as TSCA when time permits. The enclosed map shows the status of DB #1.

 

Abandoned Lagoon

  • Sampling of the shallow grids in the Abandoned Lagoon (AL) was completed on Wednesday, 5/27. Results of this sampling will be available in about two weeks.
  • Geoprobe sampling to depth was completed in the Abandon Lagoon and on the south berm of the Tertiary Lagoon on Tuesday, 6/3. Results from the geoprobe sampling will be available in about two weeks.

 

Health and Safety

  • Air monitoring results were obtained for May 19 and 21, taken during the drying bed perimeter excavation and the trickling filter pipe removal. Results were 6 and 22 ng/m3, respectively as shown in the attached table.
  • Sumps and sump pumps were set up in the Trickling filter area for storm water management to isolate and contain storm water on the exclusion zone pad and to prevent clean storrn water from pooling onto the exclusion zone.
  • A plastic lined sump was established in the clean TF stone discharge area to contain water that carries over with the stone. This water will be pumped back to the process water frac tank if it accumulates.

 

Planned Activities for the Week of June 3 - 9

 

Trickling Filter

  • Complete process testing at 150 and 200 ton per hour.
  • Obtain wipe samples of processed stone to confirm process.
  • Obtain RCRA characterization analysis of debris for disposal waste profile.
  • Process TF stone at highest processing rate found to be acceptable.
  • Initiate personnel monitoring.
  • Dispose of TF pipe as TSCA.

 

Tertiary Lagoon

  • Complete weed harvesting
  • Complete equipment setup
  • Complete pilot scale press tests to select a polymer to optimize dewatering.
  • Initiate full scale dredging and dewatering operation.
  • Meet with EQ on Wednesday 6/3 to coordinate TSCA transportation and disposal.

 

Digesters

  • Resample three digesters to compare with EPA samples.
  • Backfill around digesters with clean stone.

 

Abandoned Lagoon

  • Survey pre-excavation elevations.
  • Prepare revised excavation drawing based on new sampling results.
