This report is prepared weekly by PSARA Technologies to document project activities at the Winston Thomas site. In addition, the report provides a vehicle for transmitting analytical results, air monitoring records, waste shipping information, site progress maps, field changes, and other progress information to off-site regulatory personnel.

SPECIFIC SITE ACTIVITIES INITIATED/CONTINUED/COMPLETED THIS WEEK

General Site Activities:

The following mobilization and site set-up activities were completed last week:

  • All field offices, as well as sanitary and garbage facilities were set up this week.
  • Phones and electricity were installed.
  • A 1.5" water meter was installed at the fire hydrant and water lines were run to the command post and to the trickling filter contamination reduction zone.
  • The guard house was delivered. Security services started 5/26198.
  • PUF air sampling stations were set up around the trickling filter. The meteorological station was installed above the digesters.

 

Sludge Drying Beds:

  • The excavation of the sludge drying beds, based on the sampling results, was discussed with and approved by the government representatives (USEPA, IDEM, City of Bloomington and County of Monroe) during a conference call on May 19, 1998. The status of excavation of the perimeters of Drying Beds 1, 2, and 3 is addressed as an interim report in this and future weekly reports. A final report will be prepared and submitted following completion of the excavation and verification sampling.
  • Delineation sampling and excavation activities have been completed around Drying Beds 2 and 3. Post-excavation sampling was performed on all grids. All final analytical results are below 25 ppm. The enclosed figures show the final excavation areas for both beds. A total of 4 grids were excavated around Bed 2, and 9 grids around Bed 3. During the May 26 weekly meeting the City of Bloomington agreed that the clean stone processed from the trickling filter can be used as backfill for these excavated grids.
  • To date, 7 grids have been excavated from the perimeter of Drying Bed 1. At least 12 grids remain to be excavated, and delineation sampling is continuing. On Friday, 5/22/98, CBS elected to sample all of the remaining grids adjacent to the north edge of the drying bed. This sampling will be completed this week. The enclosed map of Drying Bed #1 shows the current status of excavation and sampling.
  • A total of 248 tons of material were shipped in 10 loads to EQ in Michigan as TSCA waste.

 

Trickling Filter (TF) Project

  • Pavement was placed for the trickling filter treatment system on Thursday, 5/21/98. Rain on Friday and Saturday prevented completion of the paving (installation of curbs), but is being completed 5/26/98.
  • The screening equipment was delivered to the site and will be installed as soon as the paving is finished.
  • BB&L has requested a field change to the work plan that would eliminate the HDPE liner beneath the asphalt. The hot asphalt would melt the liner during installation. This field change is described in the attached memorandum: Field Change No. I - Paving, which was reviewed and verbally approved at the May 26 weekly meeting.
  • BB&L has requested a field change to the work plan that would reconfigure the layout of the asphalt pad. This field change is described in the enclosed memorandum: Field Change No. 2 - Waste Stockpile Area, which was reviewed and verbally approved at the May 26 weekly meeting.
  • The gate valves (2) on the south side of the trickling filter were sealed with concrete. The City approved sealing these valves by pouring concrete into the sump on the downstream side of the valves (i.e., outside the trickling filter) The concrete was poured on Tuesday, May 26.
  • Because only limited excavation was performed this week, no personnel samples were collected. The met station was not fully operational until Friday morning, so prevailing wind directions were determined using a wind sock mounted above the digesters. Future weekly reports will include air sample logs and met station reports.


ACTIVITIES PLANNED FOR THE COMING WEEK

 

Drying Beds:

  • Sample remaining grids along north side of Drying Bed #1.
  • Excavate remaining impacted grids. The excavation of Drying Bed Perimeter #1 is not a critical path activity, and will be accomplished as time allows.

Trickling Filter:

  • Continue set-up of processing area
  • Sample water in Trickling Filter. Discharge if possible.
  • Sample stockpiled pipe to determine appropriate disposal options.
  • Conduct process optimization tests of shaker screen.

Abandoned Lagoon:

  • Continue sampling 53 "shallow" grids (Tuesday & Wednesday)
  • Mobilize Geoprobe - Sample 14 deeper grids identified by USEPA (Wednesday)
  • Geoprobe sample any of the 53 shallow grids that show PCBs above 25 ppm. (Thursday and Friday)

Tertiary Lagoon:

  • Continue mobilization and set-up activities.
