Summary of Lemon Lane Position Paper

Gareth J. Davies, of Oak Ridge, Tennessee, is a geologist
widely experienced in karst geology and hydrology. He provides
technical support to COPA and has pointed out that "recent
work by CBS in relation to ground-water tracing, geophysics,
and drilling in the vicinity of the Lemon Lane Landfill could
support a single conduit model, however, proposed treatment scenarios
and partial excavation proposals are completely untenable. The
published literature does not support the efficacy of treatment
at all, and leaving part of the waste in sinkholes might have
dire consequences on the treatment system, springs, and surrounding
community because of an unpredictable source-release scenario,
that would be an interminable issue. Due to the sketchy nature
of history of past Lemon Lane activities, the source release
problem (related to a partial excavation proposal) is as much
a safety issue as a contaminant problem and cannot be mitigated
by anything less than the alternative of complete excavation,
coupled with appropriate treatment at Illinois Central Spring,
other discharge locations known to be connected to and impacted
by the landfill and other appropriate drilled wells at
locations determined from geophysical data." |
