Citizens Information CommitteeMinutes of Public MeetingJanuary 16, 1996 Summary EPA Ombudsman - Bob Martin will be in Bloomington January 27-29 to speak with groups and individuals concerning the EPA's role in the PCB Cleanup. Appointments can be made by calling the Ombudsman's office at 1-800-262-7937. Winston-Thomas - The DNR rejected the City's proposal for fencing around newly discovered area of contamination southwest of Winston-Thomas. The City is revising its proposal to meet the DNR standards. Lemon Lane - Preliminary results from the November sampling were just received from Westinghouse, EPA test results have not arrived. The State has contracted Versar, Inc for the upcoming Ecological and Human Health Risk Assessments. EPA is not using EarhTec for the Risk Assessments, they have their inhouse experts and a national contractor [Earth Tec is regional and at the end of a three year contract.] COPA has done a national search for risk assessment professionals, and is willing to share this list with any interested parties. Monitoring well data is being summarized by Earth Tec. Of particular note in the data is the high concentrations of Trichloroethylene found at a monitoring well in Valhalla Cemetery. Westinghouse's experiment with berming on the southwest corner is on hold till the snow and ice recede. Fish Sampling in Clear Creek - Fish were taken last fall in Clear Creek. Westinghouse obtained enough large fish for PCB sampling. The EPA will have to back for additional fish for dioxin testing. Neal's Landfill - Results of the high flow dye tracer studies have been released, but the low flow studies are still in process. The Parties are revising the schedule due to unavoidable delays at Wiston-Thomas and Lemon-Lane. The revised schedule will be submitted to the Court on February 13, 1997. The Parties are moving to hire a facilitator to help move the meetings along. Electronic Document Formats - COPA urged the Government parties to standardize the format for producing and distributing information. Westinghouse has recently upgraded, and is unlikely to want to change again. The State has no plans to standardize. With Iris Kiesling moving from City to County government, there is no one from the City government sitting on the Commitee. The CIC hopes that someone from the Council or Mayor's Office will start attending. CIC Structure - Discussion of the CIC's uses and effectiveness.
