Clean Land, Air & Water believes that a sound hazardous waste cleanup
in the Bloomingtonarea must include the following:
- Emergency remedial containment of hazardous waste plus water treatment
adequate for high-flow conditions at all the sites from which contaminated
water is escaping.
- Funding for the evacuation and relocation of residents living near
contaminated sites.
- Performance of a remedial investigation/feasibility study (Rl/FS) and
environmental impact statement (EIS) at all the known and suspected sites
of hazardous waste, including, but not limited to, testing of all sites
for dioxins and other toxic substances.
- Full public disclosure of the RI/FS and EIS test results as soon as
they become available.
- Long-term monitoring of area wells for chemical contamination and provision
of potable water to all residents who depend on wells for their drinking
water.
- On-site, monitored containment of all contaminated material at every
major site until a safe method of detoxification is found. Contaminated
material from smaller sites should be moved to the closest major sites.
The cleanup must minimize the transport of contaminated material off site.
Our community must deal with its waste locally.
- Medical and financial help for Westinghouse workers, salvagers and
other people exposed to PCBs occupationally and for their family members
exposed domestically.
- Retention by Westinghouse of total financial liability for the cleanup,
and the company'sposting of a cash performance bond of no less than the
expected cost of the cleanup.
- Full participation of the public at every level of the decision-making
process, with thepublic remaining the final authority for approving, directing
and overseeing each step in the cleanup.
