Although Bennett's Quarry has been fully excavated to bedrock, it is now clear that PCBs are being released to Stout's Creek from the Middle Springs at a rate of 2-16 ppb. The 2008 Indiana Fish Consumption Advisory warns that Stout's Creek is "5" on their scale, "DO NOT EAT" any fish from this stream.
The proposed Consent Decree Amendment calls for lowering the water table in the nearby quarries, and if that does not dry up the springs, CBS will be required to build a water treatment plant and filter the springs until the PCB effluent does not exceed 0.3 ppb for one year.
In June of 2004, Viacom released the Final Report for the Groundwater Investigation Plan, which characterizes the area's groundwater flows and associated PCB springs, and suggests several possibilities for reducing releases, including lowering the water level in adjacent quarries.
Unlike the IC Springs, which releases large slugs of PCBs with each storm, Bennett's Springs release PCBs at a steady rate; the data seems to indicate that the releases are not related to storm events. The EPA feels that more sampling data is required before an appropriate remediation can be selected, especially considering the changes in surface water caused by the nearby construction of the State Rd. 46/37 overpass.
