CEP provides superior environmental performance, no cross-media transfer of pollutants, and substantial pollution prevention/waste minimization benefits. CEP can achieve or surpass existing concentration-based BDAT standards while also meeting EPA's goals under important initiatives, such as the Combustion Strategy and the Pollution Prevention Policy. MMT's goal is to maximize recovery of feed materials on an elemental basis in a safe, efficient, and effective manner. At the core of CEP is a metal bath, operated at temperatures above its liquid state. The liquid metal acts as a catalyst and solvent in the dissociation of the feed and the synthesis of products. Processing of materials in CEP can be conceptually divided into two stages: Catalytic dissociation and dissolution: The catalytic effect of the molten metal causes complex compounds in the feed to be dissociated into their elements, which readily dissolve in the liquid metal solution to form elemental intermediates. The formation of dissolved elemental intermediates ensures that only elemental composition -- not the physical form or molecular structure of the feed -- affects CEP's performance. Product synthesis: By adding select co-reactants and/or controlling operating conditions, the dissolved elemental intermediates can be reacted to form desired products of commercial value. Thermodynamics determine product synthesis, while solution equilibria determine partitioning between the metallic, ceramic, and gaseous product streams. CEP produces industrial-quality gases: most importantly synthesis gas, a mixture of carbon monoxide and hydrogen; chlorine in the feed is recovered as gaseous hydrogen chloride. Ceramic material containing alumina and/or silica, and ferroalloys are the two condensed phases. Volatile heavy metals can be collected in their reduced form and separated to valuable pure metals. CEP feed conversion is driven by solvation effects. CEP operates under a highly reducing environment, preventing the formation of SO(x) and NO(x). CEP does not provide pathways for forming dioxins or furans. CEP allows synthesis of high-quality products. High molecular weight aromatics are converted to synthesis gas with an efficiency greater than 99.9999 percent, with no products of incomplete conversion detected. Various complex chlorinated organics including RCRA-listed wastes K019/20, and F024 have been converted to anhydrous hydrogen chloride, synthesis gas, or condensed phase chlorinated products; dioxins and furans were not detected to the targeted regulatory limit of 0.1 ng/Nm3 (TEQ 2,3,7,8-TCDD). Organically bound nitrogen and highly toxic isocyanates (RCRA-listed waste K027) were synthesized into nitrogen (N2), hydrogen (H2), and carbon monoxide (CO) with no detection of NO(x) to 1 ppm. Highly heterogeneous wastes including surplus metal/electronic componentry and biosolids from wastewater treatment (0 to >60% metals) were successfully recycled into commercially valuable products as confirmed by MADEP (Massachusetts Department of Environmental Protection) Recycling Certifications. However, process economics are most favorable for materials without a high water content; for highly aqueous feeds, a pre-drying step may be added. Currently, CEP is best suited to feed materials which can be slurried. Many bulk solid feeds can be shredded and slurried for introduction into existing CEP units. Technology Type: CHEMICAL TREATMENT - OXIDATION/REDUCTION (s0B OTHER COMMENTS ON TECHNOLOGY Catalytic Extraction Processing (CEP) derives from steelmaking. In the 1980s, chemical engineers seeking to improve the energy efficiency of steel production, studied the behavior of compounds that release heat once added to molten metal. It was discovered that the catalytic and solvent properties of molten metal break apart molecular bonds that bind atoms into waste compounds and through CEP, reconfigures them into new substances. MMT operates a $20 million R&D facility in Fall River, Massachusetts containing nine CEP units ranging in size from commercial/ demonstration to small bench-scale units. The facility is RCRA-exempt but has permits from the MADEP (including a recycling permit). MMT operates an experimental Quantum-CEP unit for processing low-level radioactive materials at SEG in Oak Ridge, Tennessee permitted under a radioactive material license. A full-scale Quantum-CEP facility will be built for processing radioactive contaminated ion exchange resins in 1995. This facility will require a radioactive material license and air permit from the Tennessee regulators. MMT received from the Ohio EPA confirmation that no Federal RCRA permitting will be required for CEP (an exempt recycling process). Texas has designated CEP as an Innovative Technology. Technology Type: CHEMICAL TREATMENT - OXIDATION/REDUCTION (s0B FULL SCALE INFORMATION Major unit processes : Major Unit Processes The demonstration CEP prototype in Fall River, Massachusetts was designed to accommodate MMT's recycling demonstration requirements, with flexibility to process diverse stream compositions and quantities. Therefore, the Fall River Facility has an extensive gas-handling system, allowing for filtering and scrubbing of gaseous products and sampling of numerous positions. Commercial applications generally contain a subset of the principal equipment found in the demonstration train, depending upon plant design and desired recovered product utilization. Preprocessing feed shredder (if required) feed dryer (if required) Processing Catalytic Processing Unit (CPU) Feed System Gas-handling train The CPU, a refractory-lined steel vessel containing the molten metal is the core of the CEP system. This gas-tight reactor connects to a horizontal section and a tuyere (feed injection device) bottom with flanges. The reactor has top-hopper, submerged top lance, and bottom tuyere reactant addition systems. Two condensed-phase product removal systems recover the ceramic and metal products, which are sold to local metal brokers. The addition of secondary materials, oxygen and inert gases is through the bottom tuyeres, submereged top lance, or a lock-hopper mechanism, while inorganic reactant addition is through either the top double-lock hopper or the submerged lance. The lance system is refractory-coated, allowing for submersion in the liquid metal, and includes a gas-tight, fluid-cooled telescoping seal enclosure and a lance-lifting mechanism. Two tanks hold solid and liquid feeds for injection into the CPU through the tuyere system. Solids may be pneumatically conveyed using inert gas to the tuyere. The gas system (largely synthesis gas) leaving the reactor is quickly quenched using recirculated pressurized product gas as the cooling medium, then enters a baghouse. Here particulates down to one micron are removed, and can be recycled back to the CPU. Acid gases are separated, and final polishing is accomplished with a high efficiency filter.
