*********************************************************** LEMON LAND LANDFILL - STATUS Fall 1996 Westinghouse has prepared a sampling plan for Lemon Lane Landfill, the following organizations have prepared written comments critical of this plan: EPA, Earth Tech, City of Bloomington, IDEM, and COPA. The sampling plan and all of the comments listed ablove can be viewed on the COPA BBS or COPA Web site (copa.org), or these files can be downloaded using this BBS or the Internet (FTP, Telnet, WWW) >>> It is important that you read these files and voice your opinions at the Public Meeting to be held in Bloomington October 29, 1996 Winter 1995-1996 EPA is currently advocating "hot spot" removal at Lemon Lane Landfill. It appears that this activity would be limited to areas of known or suspected PCB capacitor disposal, and only waste with more than 400 ppm PCBs would be removed. The 400 ppm level is arbitrary (not based on risk assessment, regulatory requirements or formal guidance). Another round of residential well sampling is planned. No remedial activities for the Illinois Central/Quarry Spring are planned. Spring/Summer 1995 Significant PCB contamination was detected in sediment and water at Illinois Central/Quarry Spring. This is believed to be a major underground conduit transporting leachate from Lemon Lane Landfill. A fence was erected around the springs to prevent children from playing at the springs, but no soil/sediment removal activities are planned, and no water collection/treatment activities are planned. Residential wells within 5000 feet of Lemon Lane Landfill will be were identified and sampled by Westinghouse and EPA in September 1995. See the article in the Herald Times August 30 for more information. The water was tested for PCBs, and some samples were also tested for dioxins and other contaminants. The results are available at the library for now, but we will have them on the BBS as soon as possible. The consent decree parties are negotiating site investigation and remedy development activities for Lemon Lane Landfill. To this end, Westinghouse produced a multi-volume work plan in March 1995 addressing quality assurance, field sampling, and health & safety. This document is referred to as the "QAPP". EPA will collect and split (share) "the majority of" sediment, surface water and groundwater samples collected by Westinghouse. Westinghouse will analyze for PCBs and EPA will analyze for inorganics and other organics, including dioxins and furans. The DRAFT report describing EPA's oversight role was produced 3/31/95 and can be viewed on-line in the Lemon Lane-EPA sub menu. This document is called the "mini-QAPP". It can also be downloaded from the BBS_FILE file library (filename QA1_29.txt). The version of this draft document available on the BBS does not include figures, tables or appendices, but the original document is available at the EPA information office. EPA also produced a draft conceptual sampling plan for testing the fill material in Lemon Lane - it is unclear when or if this plan will be finalized. It involves limited sampling to identify "hot spots", generally defined as fill with more than 400 ppm PCBs (an arbitrary number - not based on risk assessment, regulations or formal guidance.) COPA's Technical Advisors have reviewed the EPA mini-QAPP and the EPA conceptual sampling plan. Their comments can be viewed on-line by selecting "COPA information" in the Lemon Lane section. COPA is currently reviewing the Westinghouse QAPP and comments will be available soon. Unfortunately, the QAPP itself is not available on disk and cannot be viewed on-line at this time.
