4.4.7.1   Overall Protection of Human Health and the Environment

Alternative 7 would protect human health and the environment by
requiring excavation and removal of the contaminated material
from each site, thereby reducing the potential for direct contact
with, ingestion of, or inhalation of contaminated materials.  The
PCBs would be separated from contaminated material through
solvent extraction, concentrated in an oily waste stream, and
destroyed in an off-site incinerator.  The short-term protection
of human health and the environment during waste treatment is a
primary consideration.  Human health and the environment would be
protected in the short term by implementing strict engineering
controls on emissions from the solvent extraction system.
