4.4.6.1   Overall Protection of Human Health and the Environment

Alternative 6 would protect human health and the environment in
the long term through treatment of PCB-contaminated materials
using bioremediation.  The PCBs in the contaminated material
would be 


biodegraded either in situ in the tertiary treatment lagoon or ex
situ in a constructed cells at the CTF, thereby reducing the
potential for direct contact with, ingestion of, or inhalation of
contaminated material at the sites.  The short-term protection of
human health and the environment during waste treatment would be
accomplished by implementing strict engineering controls on runon
and runoff into the lagoon during treatment and controlling
fugitive vapor and dust emissions from the treatment cells.
