4.4.5.1 Overall Protection of Human Health and the Environment -- Alternative 5 Alternative 5 would protect human health and the environment in the long term primarily through treatment of PCB-contaminated material using plasma torch technology. PCB-contaminated material at each of the sites would be excavated and transported to the CTF, thereby reducing the potential for direct contact with, ingestion of, or inhalation of contaminated materials at the sites. The PCBs in the contaminated materials would be destroyed in the plasma torch treatment system, and inorganics would be immobilized in the vitrified slag. The short-term protection of human health and the environment during waste treatment is a primary consideration. Human health and the environment would be protected in the short term by implementing strict engineering controls on emissions from the plasma torch unit.
