4.4.5          Individual Analysis of Alternative 5, Plasma Torch

The following sections assess Alternative 5 against the seven
evaluation criteria discussed in Section 4.2, including overall
protection of human health and the environment; compliance with
ARARs; long-term effectiveness and permanence; reduction of
mobility, toxicity, or volume; short-term effectiveness;
implementability; and cost.
