4.1 ALTERNATIVES DESCRIPTION This section describes the alternatives in detail. Section 3.3.2 describes the support and secondary treatment process options common to most of the alternatives. Most of the alternatives involve off-site treatment at a CTF and disposal of treated materials at an off-site disposal facility. Section 4.1.1 describes the CTF and solid waste landfill proposed by Westinghouse; however, other locations for treatment and disposal may be used. Section 4.1.2 describes the primary treatment technologies for each of the eight alternatives. Section 4.1.2 also presents material flow diagrams for two possible scenarios. The two scenarios were developed to assess the impact that extent of PCB contamination has on project costs. Scenario 1 assumes that some of the solid waste will be sampled and determined to be nonhazardous in accordance with an approved excavation plan and will be able to be disposed of in a nonhazardous waste landfill. Scenario 1 also assumes that all soil and rock, sediment, and sludge are contaminated with PCBs. Scenario 2 assumes that all materials specified in the CD are contaminated with PCBs. Appendix A presents the detailed contaminated material volume calculations and assumptions.
