provide sufficient information for comparing the alternatives. 
Section 3.4 lists the alternatives developed for detailed
analysis.  Each alternative is described in Section 4.1. 
Section 4.2 presents an overview of the evaluation criteria. 
Section 4.3 evaluates the support technologies against the
evaluation criteria.  Section 4.4 evaluates each alternative
against the evaluation criteria.
