PSARA Technologies, Inc. Project Memorandum Westinghouse Electric Corp. Fell Iron & Metal Site To: J. Patrick, Westinghouse D. Rohaus, Westinghouse D. Alke, Westinghouse D. Hopkins, EPA B. Bent, Earth Tech S. Chambers, Earth Tech C. Elders, WRS John Langley, Bloomington Utilities D. Williamson, Monroe County Health Department From: Mike Hessling Date: November 8, 1995 File: 30006.20 Subject: Weekly Project Status Report - Week of October 30-November 3, 1995 This memo and the accompanying attachments constitute the Fell Iron & Metal Weekly Project Status Report for the week of October 30 - November 3, 1995. This report is intended to provide a weekly project update regarding the quantity of material loaded, air monitoring results, water treatment activity, soil sampling results, and any major developments at the site. Attachments to the report include the cumulative Perimeter Air Sampling Log, a Meteorological Data Report, and the results of personnel exposure sampling. If you have any questions or comments about the report, contact Dave Rohaus at (812) 335-0442 or Mike Hessling at (812) 335-0424. Project Developments Dust Control Dust suppression activities were expanded during the past two weeks in response to an increase PCB concentration in perimeter air samples. Recent air sampling results have demonstrated that this activity has been effective in reducing airborne PCB concentration. All air samples from the most recent week of analytical data (week of October 23-26) were well below the 1000 ng/cubic meter action level. Water Treatment Approximately 5,000 gallons of water that accumulated on the top of the tarps was collected and placed in the water tank. The water is being treated on-site. The mobile treatment system was not removed from the site as was suggested in last week's report. Soil Sampline Nine additional 20-ft. by 20-ft. grids were sampled on November 3, and seven more were sampled on November 8. The samples were sent to the Heritage Laboratories for analysis. The enclosed figure shows the locations of these grids. Results from soil sampling of grids 1 through 16 have been received. The PCBs concentrations are below 1 ppm in all of these samples. This area will be eliminated from the exclusion zone. Additional Sampling A shallow depression exists in the sand sub-base below the bottom liner. This location has been used as a gathering point for water collecting on the liners. On one occasion, some of the water from above the temporary liners was released to the soil in this area. Since the water from above the tarps has been determined by EPA to be potentially contaminated, this may have affected the sump area. To address this concern, Westinghouse has agreed to collect a sample from the bottom of the sump area. One additional composite sample was collected to determine whether water which may have leaked between the liners has had an impact on the soil. If the analysis of these samples shows PCBs in excess of 10 ppm, the affected area will be excavated. >> The following data was extracted by COPA from the tables attached to the memos. The complete documents are available at the EPA information office. >>> Loading Summary: Cars Loaded to date: 177 Tons loaded to date: 16211.28 Air Monitoring Summary: Action Levels Exceeded: 1 to date Water Treatment Summary: Gallons treated to date: 890 Data: Maximum PCB Concentration in Perimeter Air Samplers Date High Temp (F) (Ng/m3) _____________________________________________________________ 09/14/95 31 09/15/95 22 09/18/95 23 09/19/95 156 09/20/95 319 09/21/95 117 09/22/95 55 09/25/95 166 09/26/95 233 09/27/95 87 09/28/95 88 10/04/95 68.1 19 10/05/95 71.1 13 10/06/95 69.7 22 10/09/95 75 294 10/10/95 81 625 10/11/95 81.7 892 10/12/95 82.9 897 10/13/95 82.9 1423 **exceeds action level of 1000 10/16/95 63.6 642 10/17/95 73.9 676 10/18/95 79.6 715 10/19/95 78.5 783 10/23/95 72.7 540 10/24/95 51.5 315 10/25/95 61.2 302 10/26/95 67.2 494
