This report is intended to provide a weekly project update regarding the quantity of material loaded, air monitoring results, water treatment activity, soil sampling results, and any major developments at the site. Attachments to the report include the cumulative Perimeter Air Sampling Log, a Meteorological Data Report, and the results of personnel exposure sampling. Project Developments Administrative Order Reporting Requirements The administrative order requires that Westinghouse "submit a monthly written progress report to USEPA concerning activities undertaken pursuant to this order... unless otherwise directed by the OSC." By mutual agreement between Dave Rohaus of Westinghouse and Dan Hopkins of USEPA, these weekly reports are being submitted in lieu of the monthly reports to provide more timely information. Project Schedule During the past week WRS loaded 8 rail cars per day Monday through Thursday. No rail cars were loaded on Friday due to rain. The project is scheduled for a long weekend October 27-30. No rail car loading will occur on Friday October 27 or Monday October 30. Loading will resume Tuesday October 31. PUF Sample Analysis PUF sample analysis showed increasing levels of airborne PCBs during the week of October 9 through 13 (see attached report). To address this increase, dust suppression activities have been substantially expanded, with more than 2000 gallons of water being applied to the operating area and soil stockpile each day. CLARIFICATION - Soil Sampling Action Level The cleanup level of 10 ppm was unilaterally established by USEPA and was not the result of an agreement between Westinghouse and USEPA, as was suggested in the previous weekly report. Addendum III to the work plan was issued to reflect the USEPA unilateral direction. Field Sampling Plan In a phone conversation with Mr. Rohaus on Tuesday, October 17, Dan Hopkins indicated that the modifications to the Field Sampling Plan were acceptable. Westinghouse will issue Addendum IV to the Work Plan formally modifying the work plan to incorporate the new sampling strategy as soon as written approval is received from EPA. >> The following data was extracted by COPA from the tables attached to the memos.
