Quarterly Inspection and Maintenance Report
Fourth Quarter 2002 Neal's Landfill

This letter report summarizes the results of the quarterly inspection completed at the Neal's Landfill site for the fourth quarter of 2002. This report has been prepared in accordance with procedures and reporting requirements outlined in the March 2001 RCRA Cap Inspection and Maintenance Plan (CIMP) prepared by Viacom Inc. (Viacom). The scope of inspection and maintenance work for the Neal's Landfill site is summarized in table form as Appendix B to the March 2001 CIMP.

The quarterly inspection was performed on December 4, 2002 by PSARA Technologies, Inc. (PSARA). Copies of the Routine Checklist Form and the Non-Routine Maintenance Report for this inspection event are attached. The Routine Checklist Form documents conditions and maintenance needs at the time the quarterly inspection was performed. The Non-Routine Maintenance Report provides additional comment and/or documentation of non-routine maintenance performed during the fourth quarter of 2002.

At the time of this inspection, all areas repaired in May and June appeared to be in good condition. This spring and summer maintenance work included:

  • grading and topsoil placement on the southeast and southwest slopes outside the cap to repair erosion channels;
  • grading and topsoil placement in the "wildflower area" north of the north toe drains;
  • repair of minor erosion channels and removal of debris in perimeter ditches;
  • removal of debris around the southeast retention basin storm water inlet structure;
  • repair and stabilization of erosion channels over the lower third of both the north and south surface water down chute ditches;
  • placement of 2" to 3" of new top soil in areas of sparse vegetation on the cap;
  • placement of 4" to 6" of top soil to fill a small depression on the west side of the cap. In addition, maintenance work performed in September 2002 comprised:
  • grading and stabilization of the east slope of the east perimeter ditch;
  • placement of sod on the east slope of most of the southeast portion of the east perimeter run- on surface water drainage ditch.

Non-routine maintenance performed during the fourth quarter of 2002 was limited to the watering of new sod placed along the east perimeter ditch, and the decommissioning of monitor wells MOO-1 and EPA-lOSS in October in accordance with 310 IAC 16-10-2. Routine maintenance work in the fourth quarter was limited to a final mowing of the cap.
