Dear Ms. Fliss:

As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of November 2002.

Operational Status
Plant operations for the month of November were for the most part normal. Highlights of the month are as follows:

Precipitation recorded for the month was 1.83 inches. The National Weather Service records show that the historical average rainfall for the month is 3.50 inches. The maximum rainfall during a 24-hour period was on November 10 with 0.64 inches recorded. No water was taken to storage during the month of November due to a storm event.

Accordingly, a total of 5,860,978 gallons of water was processed through the facility for the month of November. As a result of cleaning the SRS Sump some 9,839 gallons were taken to storage and processed later in the same day. Otherwise, no water was taken to storage and no water was held in bulk storage at the close of the month. Likewise, there were no overflows of the SRS Tanks or the SRS Sump for the period.

Corrective Measures Taken or Planned in the Month of November.

a. The SRS sump was cleaned.

b. The SRS window was refitted with a new hinged grate that is easily accessed from within the SRS.

c. Safety access plates were installed in SRS Floor and the effluent flume.

d. The Treatment Building heating units were serviced, cleaned, and adjusted.

e. The Treatment Building and SRS Building gutters were cleaned of leaves and debris.

f. The west overhead door was serviced.

g. Heating elements in the SRS space heater will be replaced next month.

h. Platforms were installed to service the Bag Filters.

Analytical Results

A summary of the analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Any results for this reporting period that are not available as of the reporting date are logged without the test results.

Unexpected Maintenance Requirements

The following maintenance and operational problems were experienced during the reporting period:

a) The VFD to Pump 104 failed due to a compromised motherboard. It appears that the unit received an electrical spike or lighting hit that caused a failure in the circuitry. A transformer to this unit had also failed (burnt) and was replaced.

b) The ISCO sampler logged that samples had been taken of a storm event but no water was collected. In consultation with the vendor, the tubing was identified as the problem and replaced. The problem apparently was related to the wall thickness of the pump tubing that was used. The tubing had been replaced earlier from inventory as a scheduled maintenance item.

Evidence Of Trespassing

There was no evidence of trespass during the reporting period.

Report from Visitors Log / Plant Access

The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public. On 11/20/02 Viacom requested general access to the spring side of the project. ET personnel accompanied them during their review of the site.

Summary of Costs
Total costs for the reporting period of November 2002 (10/19/02 to 11/22/02) were $23,751.81. Project cost for the Fiscal Year to date is $96,478.95 with a cumulative project cost of $348,091.38 since August 1, 2001 less any expenditure that have not been approved by the agency. This accounts for approximately 26.67% of the fiscal years project costs as of the reporting date.
