Box 6015 Indianapolis, IN 46206-6015 Dear Ms. Fliss As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of October 2001. As requested and approved by IDEM, this reporting was delayed from the November 20, 2001 date to the present in order to confirm that the data collection and reporting was accurately represented. Operational Status - Three separate storm events of record occurred during the month of October. Daily records are summarized on the attached reports. The maximum rainfall during a 24-hour period was 1.60 inches with a total of 7.44 inches recorded for the month. The maximum daily flow (average) for this period was 2804 gpm on October 25, 2001. A total of 7,863,677 gallons of water was diverted to storage with 2,951,212 gallons returned for processing and 4,509,743 gallons of water passively treated through the SRS Tanks as an overflow during these storm events. At the end of the month 402,722 gallon remained in storage. No bypass of treatment occurred during this storm event. There was one incident report filed during the reporting period. The spring flow rate during Storm Event #15 reached 500 gpm on October 11, 2001. This flow rate triggered the start of the automatic sampling sequence. The flow rate fluctuated above and below the trigger point (500 gpm) causing the sampler to start and stop each time the threshold was crossed. As a result all samples for that period were collected within a 20-minute time period. Of the six samples collected only one sample was forwarded for testing. NOTE: This reporting is filed electronically with the Project Manager of the State of Indiana, Department of Environmental Management (IDEM). The original reporting including signatory requirements are maintained at the ICS Water Treatment Facility at 1550 West Third St., Bloomington, Indiana 47403. Copies of this reporting are available for review upon written authorization of the IDEM Project Manager. The original documents on file at the ICS Water Treatment Facility shall prevail over any other such outstanding copy or reproduction. Discrepancies, changes, or modifications to copies should be confirmed with the original documentation. Corrective Measure Taken or Planned - As soon as the above sample malfunction was discovered, the equipment supplier was contacted to provide a solution to the problem. Earth Tech was instructed to enter a hysteresis function into the sampling program. This hysteresis function allows the operator to establish a sampling sequence shut down flow rate at a level below the sample event trigger flow rate. The sampling sequence shutdown flow rate has been set at 300 8pm. Earth Tech will monitor this set point to determine whether additional modification is required. Analytical Results - Analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Unexpected Maintenance Requirements - There are no unexpected maintenance requirements listed in the attached Incident Reports. Evidence Of Trespassing - There was no evidence of trespassing at the facility during the reporting period. Report from Visitors Log - The Visitor's Log is available for inspection at the ICS of lice. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls or requests for tours received from the public by Earth Tech. Tom Alcamo of U.S. EPA and yourself have advised us that a verbal request was received for a site tour. During this reporting period no tours were conducted. Summary of Costs - Total costs for this Project for the reporting period of October 2001 (through 10/19/01) was $23,278.01. The summary of cumulative project costs and comparisons to the project budget are attached to this report. This cover letter and attachments complete the monthly report for Illinois Central Spring. Sincerely,Earth Tech INCIDENT REPORTOn October 11, 2001 the Bloomington area had experienced several days of rain that resulted in a spring flow of approximately 500gpm. The automatic sampler was set to begin its sampling sequence at 500 gpm. With the flow teetering above and below the trigger point the sampler began and ended the sampling sequence each time that the trigger was reached. This resulted in six sampling cycles within 20 minutes. The equipment supplier and manufacturer were consulted. A hysteresis function was set up that "locks" the program into a sampling mode once the sampler is initiated. This function allows for a lower rate to be reached prior to resetting the sampler (i.e. 500 gpm trigger with a 200 gpm reset). |
