Dear Ms. Fliss:

As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of April 2002.

Operational Status - The plant operations for the month of May were normal with no down time experienced. Precipitation recorded for the month was 8.08 inches. The maximum rainfall during a 24-hour period was on May 12 with 1.47 inches and May 13 with 1.47 inches recorded. A total of 23,157,596 gallons of water was processed through the facility that includes 2,616,957 gallons returned from storage for processing during the month. The SRS Tanks received a total of 14,533,536 gallons for the period with 11,916,579 gallons attributed to clarified overflow. No water was held in bulk storage at the close of the month. No overflows of the SRS were experienced.

Corrective Measures Taken or Planned - The following operational changes were made in the Month of May.

Earth Tech undertook plans to relocate the primary level control (ultrasonic) in the SRS and to place a stilling well around the zone of influence. The change will dampen the effects of small surges in the sump allowing more accurate measurements of low flows (<200 gpm). We anticipate that the proposed changes will not cause a significant change in the accuracy of measurements at high flows. If more accurate measurements are required at high flow, then a second measuring device may be required. The implementation of these changes is staged to allow an assessment of each to determine the cause and affect.

The annual inspection and cleaning of the smoke detectors and fire alarm system was completed this month. The fire extinguishers were also inspected and received their annual certification. The annual calibration of the control instrumentation including the flow meters was completed. The SRS Tank controls were reset and configured for the new mounts that were placed on the SRS Tanks. Using the existing hardware, an air release valve was incorporated into the SRS Tank drain line to allow the pipe to maintain full pipe flow. The change in the piping improves the interaction between the valve and the controlling meter.

The automated data logger failed to record any new information for the period of May 21 to May 28 (8 days). The cause of the problem is not known. The CPU did reboot and begin recording. The reboot procedure is done manually. In order to reduce the amount of data loss when there is such an occurrence, the operator will check the data records on a daily basis during the normal workweek. This is the second time in two years that the database was compromised.

Analytical Results - A summary of the analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Any results for this reporting period that are not available as of the reporting date are logged without the test results.

Unexpected Maintenance Requirements - No unexpected maintenance was performed during the month.

Evidence Of Trespassing - There was no evidence of trespass during the reporting period.

Report from Visitors Log / Plant Access - The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public. The IDEM Project Manager afforded Mitch Rice (COPA) the opportunity to tour the facility.

Summary of Costs - Total costs for this Project for the reporting period of May 2002 (4/20/02 to 5/24/02) was $28,169.27. Project cost to date is $205,475.90 less any expenditure that has not been approved by the agency. This accounts for approximately 67.06% of the project costs as of the reporting date.
