March Report
Dear Ms. Fliss:
As per Supplement to Master Agreement For hazardous Substance Or Petroleum Response Services between the Indiana Department of Environmental Management and Earth Tech, please find the Monthly Report of Operations of the Illinois Central Spring Treatment Plant, Bloomington Indiana for the reporting period of March 2002.
Operational Status - The plant operations for the month of March were normal with no down time experienced. Precipitation recorded for the month was 4.50 inches. The maximum rainfall during a 24-hour period was on March 9 with 1.09 inches recorded. A total of 23,932,828 gallons of water was processed through the facility that includes 1,841,208 gallons returned from storage for processing during the month. The SRS Tanks received a total of 2,870,025 gallons for the period with 536,820 gallons attributed to clarified overflow. Approximately 491,997 gallons of water was held in bulk storage at the close of the month. No overflows of the SRS were experienced.
Corrective Measures Taken or Planned - No operational changes were effected in the Month of March. A roll off box was ordered and placed under the filter press. A change in the vendor for roll off box was finalized during the month. A small cost savings was affected by delaying the placement of the box until the need arose as well as a change in the monthly rental costs.
Comparative measurements were made concerning the viability of using an auto sampler in lieu of grab samples. Within the limits of the exercise, the samples appear to be rather stable when comparing the current protocol for the automated system to the instantaneous grab sample methods. The analysis appears to be within an expected range of values. No further testing is to be conducted on the sampling devices unless directed by the agency to do so.
Analytical Results - A summary of the analytical results for the reporting period are attached to this report on the Event Sampling Analysis Log. Any results for this reporting period that are not available as of the reporting date are logged without the test results. Certain comparative results were affected at the spring as compared to the inlet to the SRS and an assessment of SRS sampling was tested using different sampling methods. The results of these tests are presented in the analytical summary (note that the spring vs. SRS sampling is pending at the time of this reporting).
Unexpected Maintenance Requirements - No unexpected maintenance problems were recorded for the reporting period.
Evidence Of Trespassing - There was no evidence of trespass during the reporting period. The Limited Access sign was damaged at the drive to the plant. Someone had bent the sign by hand. The sign has subsequently been straightened.
Report from Visitors Log / Plant Access - The Visitor's Log is available for inspection at the ICS office. Copies of this log are available to authorized personnel upon request and authorization of the IDEM Project Manager. There were no telephone calls requesting tours from the general public and no plant reviews were conducted.
Summary of Costs - Total costs for this Project for the reporting period of March 2002 (2/22/02 to 3/22/02) was $22,257.50. The summary of cumulative project costs and comparisons to the project budget are attached to this report.
