Thank you for your offer of assistance in getting information on the Bloomington Superfund sites. As I noted to you I am very interested in the transport of contaminants from the sites via air and water. Hopefully, by detailing the information that I need, it makes it easier to locate the information and make it available.

I need the actual water and air monitoring data collected at the Lemon Lane site for all measurements of contaminants and site conditions during cleanup. These should include: all the meteorological data collected for the site (particularly the detailed measurements of wind direction, velocity, and date and time of the measurements, but also humidity, precipitation, etc.); the "XYZ" locations of the measurements, the PCB samplers and the coordinates of the site; the results of those air samples including QC information from the field and laboratory, and whether the PCBs were in the dust or vapor phase based on individual measurements of the sampler components.

In addition, measurements were made of contamination in water released from the site during cleanup operations. I would like access to the data on contaminant concentrations and where and in what volumes the water was disposed. In order to evaluate the effectiveness of the monitoring and cleanup, I would also like to review the quantity data on the removed soil and its PCB concentrations.

As we discussed, I am also interested in the performance of the Lemon Lane Treatment Plant. I do understand that an operations manual is being prepared, but that some monitoring of performance is underway. I would appreciate the opportunity to review the collected data on contaminant concentrations, sampling points, treatment volumes, bypass volumes, and relevant time of the measurements. In addition, I would also request a tour of the plant and a description of its operation. Part of the water contamination problem at the sites is the potential for multiple release points. I understand that a dye trace study is underway. Could the work plan for that effort, and its results be made available at the Library for public review?

I know that some effort would be needed to collect these data and I would be glad to assist in going through site records to extract it. I would also be interested in seeing these data included in the administrative record at the Monroe County Public Library. If copying costs or visits to Indianapolis are needed, I would be glad to cooperate. Please let me know what I can do to help gather this information in a timely manner. I will communicate to you any insights and observations that I make, and hope that you would make them available for posting on the COPA website. Thank you for your help.
