Neal's Landfill

  • USGS overflow gauging stations in place,
  • Measures small storm on 6-16&6-18
  • Automatic sampler will be used during storm events.
  • Measuring overflow 0, overflow 1 &2, overflow 3&4 and north spring, which has not been measured till now.
  • CBS will measure south spring, culvert, and Conards Branch

IC Springs WT Plant

  • Treatment Plant is fully operational
  • Effluent non-detect for PCBs 0.1ppb
  • Storage tanks not usable until construction issues resolved.
  • 100gal/minute bypassed 6-17-00 due to not having tanks.
    • Tanks are made with plates that are bolted and the gaskets are not working.
  • Has onsite generator used twice due to lost power.

    Bennett's Dump

    • Sediment Sampling begins June 26, 2000
    • Sampling along site and banks
    • EPA will sample farther downstream
    • Removal plan will be devoloped based on sampling at 1 ppb for site and downstream.
    • Site maintenance and groundwater monitoring plan also remain.

    Lemon Lane

    • Consolidation completed on west, north and east, thus shrinking size of the landfill
    • Aprox. 25,000 yards of material excavated and placed around perimeter
    • Only 7 capacitors and 1 winding found on north side
    • Dug out north side of sink hole
    • 2780 tons shipped out to-date
    • Started hotspot excavation at SB-08
    • 47+ capacitors found at SB-08
    • Started excavation on southwest corner 86 total capacitors found
    • Air Monitoring
      • North 403.7 ng/m3
      • East 332.8 ng/m3
      • SE 346.1 ng/m3
      • West 36.7 ng/m3
      • 3 monitors greater than 1000ng/m3 for 3 days in early June from the consolidation piles 2nd, 5th, and 8th
      • EPA made CBS cover the consolidation pile.
      • Dust and vapor are measured, with 48 hour turnaround.
      • Additional actions taken to reduce emissions.
      • Risk levels under 1 in one million excess cancer risk, non cancer risks are acceptable.
      • EPA funded summa canisters non-detect for VOCs.
      • Portable GC detected low levels of toluene
    • CBS has complete 44 additional boring ins southeast part of landfill
    • Data shows SE corner extremely high PCB levels to bedrock (20000\ppm)
    • Strong possibility of sinkhole(s) in SE, feeding contamination to ICS
    • Earliest aerials show railroad
    • CBS is going to collect additional information from below bedrock
    • Ideas to address bedrock contamination are underway.
    • Removal is needed (in SE corner)
    • There will be capacitors left in consolidation area.
