This report is intended to provide a bi-weekly project update regarding the major developments of Phase 2 remediation work at Neal's Landfill. Included are progress updates, schedule updates and field change decisions for Phase 2 work Phase I records including sampling logs, analytical results, waste shipping logs, and air monitoring and meteorological data logs are available at the site.The third and final Phase 2 project status meeting was held at the Neal's Landfill site on October 26, 1999. The purpose was to discuss the progress of RCRA Cap construction at Neal's Landfill. Representatives attending the meeting were from CBS, WRS, PSARA, Tetra Tech, IDEM and Monroe County. The following items were discussed: .
Geosynthetics
The deployment of geosynthetics began on September 22, 1999. As of Friday, October 15, all of the geomembrane and geonet had been deployed, seamed and QC test EnviroC=, the geosynthetics subcontractor, demobilized the "me day. Civil ~ Environmental C~s. Inc. (CEC) handed the liner QC testing work. They demobilized the following morning
Vegetative Support Zone and Cover
All cover soil (36" vegetative support ~e) was in-place as of Friday, October 22, 1999. Subse~t work on the cover sail layer comprised minor filling and grading of a few low spots. Srnith-Neubecker ~ Associates (cNA) completed final survey verification of the cover soil layer on Friday, October 22, 1999.
Seeding and Mulching Seeding been on Saturday, September 16, 1999 in the southeast excavation area As of this report' the following areas have been disced seeded, and mulched (straw), or covered with erosion mat:
CAP Surface Drainage
- southeast excavation area;
- north slope;
- west half of the top of the cap;
- north tailslape beyond toe, both west and east of the north ditch;
- the southern-most water treatment system tank pad, northwest of the cap;
The following describe the status of surface drainage features an the cap:
Other
- The north surface water diversion ditch at the top of the slope has been completed.
- The north surface water downchute and north ditch have been completed The sinkhole standpipe has been cut off and covered with geotextile and rip-rap. The tack-an berm / ditch at the base of the north slope has been completed
- One surface ditch over the tap of the cap and one dowachute section over the south slope will be constructed this week.
- The tack-an berm / ditch around the southeast comer of the cap will be completed this week
- The tack-an berm around the southwest and south sides of the cap will be completed this week.
Other work planned during the upcoming week includes:
Cover Drainogc Design Improvments
- Concrete pads will be conk around all piezorneters and gas vent system riser pipes. . .
- Two (2) permanent survey hubs will be established by SNA and shown on the final as-buil. topographic reap.
- In addition to all piezometers and gas vent system risks, protective bollards will be installed aroma existing monitor wells MW1, EPA4A, MW3, EPA5A, MW4, EPA1OS, EPA10SS and EPA3A.
Based on the final topographic configuration of the cap, and subject to review by CEC, several modifications to surface water drainage over the cap have been implemented Specifically, the numb" and locations of surface water drainage ditches over the top of the cap have been changed, as follows:
Site Restoration, Inspection and Close-out for 1999
- The western surface water diversion ditch oriented north - south over the top of the cap has been deleted;
- The western surface water diversion downchute over the south slope has also been deleted;
- The geonet underdrain at this location will be drained over the south slope in solid HDPE pipe to discharge directly into the surface tack-on berm around the southwest and south sides of the cap;
- The eastern surface water diversion downchute over the south slope remains as planned, but empties directly into the lower rip-rap bed outside the fence south of the southeast seep pump station.
Next Meeting
- CBS, PSARA and Monroe County have developed a list of Closeout Issues to be addressed by WRS before demobilization from the site;
- The final site walk-over inspection by the Parties is scheduled for Wednesday, November 3, 1999. Schedule
- WRS tentatively plans to demobilize on Friday, November 5, 1999
