Winston-Thomas

  • Cleanup is 2/3 done at Tertiary Lagoon
  • 1 ppm goal for cleanup , being met.
  • EPA is doing split samples with Westinghouse, no problems.
  • Boring samples in berms and abandoned creek bed.
  • Fall 99 completion date.
  • CBS must submit final

Neal's Dump

  • Final seeding done - finished site last fall
  • Groundwater monitoring plan in revision
  • Site is done and EPA will be asking for removal from NPL this summer.

Lemon Lane

  • Source control remedy out for public comment this summer or fall.
  • CBS is looking for alternative methods for Lemon Lane conduit study.
  • EPA issued administrative order on consent for CBS to cleanup Griffin property in June.
  • Substantial Endangerment of Lemon Lane - Protective Remedy.

IC Springs

  • Design is completed for plant
  • Now a $5-6 million dollar project
  • Land is cleared and ready to build foundations.
  • May 1, 2000 completion date.
  • Project stretched over 2 years for financial reasons.
  • Backup generators will cost $300,000.

Bennett's Dump

  • Work to begin in late June, 1999
  • CBS will do additional sampling
  • Statement of work being negotiated
  • Additional contaminants found- Buried Drums
  • CBS does not want to deal with them, they did not put them there.

    Neal's Landfill

    • Mobilization has begun
    • Interim Cap this fall with final RCRA cap next spring 2000.
    • EPA position is that additional water and sediment treatment is needed.
    • CBS' legal position is that they have met the orders in the Consent Decree, and do not have to do further water treatment.
    • City, County and State were against moving Neals to Bottom Rd, where a RCRA liner could be installed. This is why Neals does not have a liner. There will be PCBs being released through the karst for many years, so water treatment will be needed anyway.
    • Next phase is to deal with water treatment.
    • EPA will pay for water treatment if CBS will not, and then sue to recover costs under Superfund.
  • Drainage Board has plan
  • Started removal on north side of landfill - 300 mostly intact capacitors removed to date.
  • Conard's Farm to supply borrow dirts.
  • Tire shredder will be brought in for the tires.
  • Tires were concentrated in the north area. If they are suspected of PCB contamination, they will not be shredded.
  • Cost Recovery, Water Treatment, Sediment Removal are all issues to be worked out.
  • Water Baseline sampling started.
  • Tetra Tech historical data report in process.
  • More data needed before decisions can be made about water treatment.
  • Warning! Eat no fish from Clear Creek, Pleasant Run, Salt or Richland Creeks.
